BACKGROUND: With strong support from the U.S. Congress, the Federal Communications Commission today unanimously denied Verizon’s petition for regulatory forbearance from Section 251(c)(3) of the Telecommunications Act, which requires the former Bell monopolies to provide economically-priced access to unbundled network elements (UNEs).
