ESS wins large e-Governance Contract in Namibia

Eastern Software System (ESS), India’s premier ERP Company offering cutting edge technology solutions and services to clients worldwide, has announced that it has won a prestigious contract in Road Fund Administration (RFA), a Government Agency from Namibia, to implement its flagship ERP product, ebizframe, for complete automation of RFA’s organizational functions in an integrated manner.

RFA manages the Namibian road user charging system such as to secure and allocate sufficient funding for the achievement of a safe and economically efficient road sector. RFA’s funding is allocated to mainly projects and programmes for the preservation and development of the national road network and major urban arterials; contributions towards the maintenance of urban roads; traffic information, law enforcement, adjudication and safety, and road research.
ebizframe ERP implementation by ESS will be automating all the back-end functions of RFA like Procurement, Inventory Management, Finance and Accounts, Budgeting, Human Resources, Payroll, Fixed Assets Management, and Project Costing. Apart from this, customized solutions will also be deployed to support and automate the core functions of RFA like Cross Border Charges, Fuel Levies, and Mass Distance Charges. An Executive Information System will also be deployed for the reporting needs of the Senior Management of RFA. Besides this, ebizframe portal will also be deployed on top of these systems which will provide a unified interface for all the internal and external stakeholders of RFA.
This contract has been awarded to ESS in the face of stiff competition. RFA had evaluated several ERP solutions including those from the large-sized ERP solution providers and finally select ebizframe as the preferred application for meeting their entire automation needs. The RFA made its decision in favour of ESS after a careful scrutiny of ESS’ product features, existing implementations and delivery capabilities.
This win further consolidates ESS’ position in the e-Governance sector. About Road Fund Administration (RFA)
The Road Fund Administration (RFA) was established by the Namibian Government, with the primary aim of managing the road user charging system, to secure and allocate sufficient funding for a safe and efficient road sector in Namibia. The RFA’s line ministry is the Ministry of Finance and it is reported directly to the Minister. The overall governance of the RFA is vested in a Board of Directors. The establishment of the RFA came about as part of the institutional restructuring and reform of the road sector in Namibia which also saw the parallel emergence of two other parastatals, being the Roads Authority and the Roads Contract Company. The core functions of the RFA are the management of the Road User Charging System and management of the Road Fund which include:
* Determination of the amount of funding for road projects and programmes
* Determination of the manner in which such amount of funding shall be allocated
* Preparation of a business plan
* Imposition of road user charges to levy the determined amount of funding
* Collection of road user charges
* Management of the Road Fund
* Determination of funding conditions and monitoring the compliance of recipients of funds with the funding conditions
