January’s RateWatch data found that rates held steady for most states in January. Following a year of record rate increases in 2008, consumers saw moderate price changes in January with rates increasing 1% or more in 23 states. Rates were up 5% or more in Montana, Nebraska, North Dakota, Oregon, South Dakota and Washington. January average rates were lower than December rates in only 10 states, and rates were essentially unchanged in 14 states.
