InterSystems sponsored White Paper considers how to better deliver successful IT projects in the Public Sector
- Quocirca points the way to changes that will ensure that government IT projects deliver consistently -
Quocirca has developed a White Paper, entitled ‘Helping find the way to better Public Sector IT,’ which proposes that there are three pillars for success in government technology implementations – business needs, technology choice, and project management. The paper, sponsored by InterSystems, looks at the public sector delivery challenge, and how the vendors and System Integrators can work together with the government to ensure more projects are delivered effectively.
Looking at why public sector IT projects can be difficult to manage and implement, Quocirca has identified a growing trend towards centralisation, with a need for hierarchical reporting and real time access to data across agencies and departments. These are real issues that affect the success of government IT implementations. Further to this, project size and integrating new technologies with existing legacy systems pose additional key challenges that need to be effectively overcome.
“The complexity of IT in the Public Sector is unparalleled, and cannot and should not be underestimated,†said Elaine Axby, principal analyst at Quocirca and author of the report. “The aim of this paper is to help both public sector organisations and their technology partners navigate this complexity. It’s all about working in partnership to consider all the pre-existing hardware platforms, operating systems, applications, reporting systems and management tools to come up with a flexible, manageable and low-risk solution that will enable a project’s success.â€
In addition to discussing how modern technologies like SOA can enable successful public sector IT projects, the paper also discusses how strong project management functions can improve delivery. By looking at the relationships between government and IT providers, as well as the way that strategies and policies can be put in place, the paper gives recommendations on how projects could be more effectively managed.
Martin Hasker, head of the public sector at InterSystems UK, added, “The public sector’s partners need to be able to deliver solutions more quickly and be able to respond to an ever changing environment. Solutions need to be scaleable, flexible, and easy to use for the government end-user, without causing upheaval or having a large maintenance overhead. By working with Quocirca, we hope to move closer to enabling both sides of the equation understand this, so that we can get on with the ultimate job at hand – providing real value to UK citizens.â€
